Duplicate workspaces created when navigating back and skipping Step 2 again

Steps to Reproduce

1. Step 1 (Name your team): enter a team name → Continue.

2. Step 2 (Customize your team): click Skip this step.

3. Step 3: click Back.

4. Step 2 again: click Skip this step.

5. Observe a second POST /workspaces and a new workspace ID.
