AIStudio-v3: History Panel Issues

  1. Subscribe button hover state cropping issue

  2. The New Chat button should appear as a primary action when the history panel is in a collapsed state.

  3. The Subscribe/Manage-Studio button appear as a secondary action when the sidebar is in a collapsed state.
