AI Studio: Handle Out-of-Scope Queries in AI Expert Chat by Redirecting to Studio Chat

Description:
Currently, when a user asks an AI Expert something outside its domain (e.g., UI actions like “open the collection panel” or “show AI notes”), the system responds with a generic fallback such as “not enough information.”

These queries are not actually invalid, they are just outside the expert’s scope and better suited for Studio-level actions.

Current Behavior:

• User asks a UI or platform-level action inside an Expert chat.

• Expert responds with a fallback message indicating lack of information.
